NYSEG Electricity Customer Refund Frequently Asked Questions
I have heard that NYSEG will be refunding money to customers. Is this true?
Yes. Through discussions with Public Service Commission (PSC) staff related to issues brought up by PSC staff regarding NYSEG’s post-employee benefits accounting, it was proposed that refunds totaling $17 million would be provided to NYSEG electricity customers. This proposal was approved by the PSC in September 2007.
Who is eligible for the refund?
This refund is for customers with active electricity service as of November 1, 2007. NYSEG customers who buy their energy supply from suppliers other than NYSEG, also known as energy service companies or ESCOs, are also eligible.
When will I receive my refund?
The refunds will appear beginning in mid-November as a one-time bill credit on November or December bills. The refund will be noted in the “Detailed Adjustments” section of the bill, after the “Energy Charges” section.
How are the refunds calculated?
The refunds vary according service classification (such as residential regular service, residential day/night service, street lighting, nonresidential demand service, etc.) and are based on your kilowatt-hour (kwh) electricity use for the past 12 months (September 2006 through August 2007).
What will my refund amount be?
Refund amounts are based on service classification and electricity use from September 2006 through August 2007, and vary for each customer. As a guide, the average residential customer who uses 600 kwh per month will receive approximately $11.66.
Are nonresidential customers eligible for the refund?
Yes, as long as they are NYSEG electricity delivery customers with active service on November 1, 2007.
I purchase my electricity supply from a supplier other than NYSEG (an energy services company or ESCO). Do I still get the refund?
Yes, supply choice (NYSEG or ESCO supply) does not affect eligibility or the refund amount.
My budget billing installment amount is up for review. Will this refund affect my budget calculations?
This refund amount does not affect budget calculations.
I participate in the Power Partner Program. Can I have the refund amount automatically applied to my withheld amount?
No. Your refund will be automatically deducted from your current charges. If your refund is greater than your current charges, the balance of the refund will appear as a credit on your subsequent bill until the amount is fully refunded.
I am on an installment plan. Will the credit be applied to my past due charges?
Yes. Your refund will be automatically deducted from your past due amount.
I am moving before I am due to receive the bill credit. Will I still get one? I have moved – how will you credit my account?
If you were a NYSEG electricity customer on November 1, 2007, you are eligible to receive the refund. If you are moving out of NYSEG's service area before the refund will be issued, we will apply the credit to any final bill amount. If your final amount due is less than the credit amount, we will mail the refund check for the difference to your forwarding address.
If you are moving within NYSEG's service area, we will apply the refund to your new active account.
If you have moved within NYSEG’s service area during the refund calculation period (September 2006 through August 2007), your refund will be based on your electricity use at your prior and current addresses and be applied to your current NYSEG account.
If you moved outside of NYSEG’s service area before November 1, 2007, you do not qualify for and will not receive the refund.
I have been a NYSEG customer for less than 12 months on November 1, 2007. Do I still receive the refund?
Yes. If you do not have 12 months of electricity use, your refund will be based on the number of months you have used electricity at your new address as a NYSEG customer. Your refund will be a credit on your November or December bill.
I have multiple electricity accounts. Will I receive a separate credit for each one or one credit for all of my accounts?
As long as you have active electricity service for each account on November 1, 2007, you will receive a separate credit for each account on your November or December bill.
I didn’t receive my credit in my November bill – where is it?
We began posting credits to customer accounts in mid-November. Some customers will receive the credit in December. Eligible customers will receive their bill credits by the end of December, with some minor exceptions, including customers billed on a seasonal rate.
