NYSEG and RG&E Invest in New York with Improvements to 420 Miles of Lines and 25 Substations

BINGHAMTON, N.Y. — August 28, 2025 — New York State Electric & Gas (NYSEG) and Rochester Gas and Electric (RG&E) are investing in grid improvements through the “Powering New York” initiative. These projects will help New York achieve its energy goals and are part of NYSEG and RG&E’s planned grid investments in the next few years.

Fifty projects, including upgrades to 420 miles of high voltage lines and 25 substation improvements, will strengthen the reliability and resilience of NYSEG and RG&E’s grid, ensuring reliability for years to come. These projects will harden the grid against extreme weather and lay the foundation for new economic development opportunities and jobs within the state.
NYSEG and RG&E aim to complete the projects by 2030. The Companies are continuing to seek the necessary permits to begin work, which will determine the project timelines. Seven packages of projects have already been filed with New York State, including:
Erie Wyoming Transmission Solution (EWTS): This project will rebuild transmission lines between Stolle Road Substation and High Sheldon Substation in Erie and Wyoming Counties. The project will help increase capacity and improve reliability by replacing conductors, insulators, and structures.
Finger Lakes Area Infrastructure Reliability (FLAIR): NYSEG’s FLAIR project will reconstruct approximately 21 miles of transmission lines that connect the Coddington and Montour Falls substations in Schuyler and Tompkins Counties.
Jennison Transmission Solution (JTS): Located in the Town of Bainbridge, the Jennison Transmission Solution will rebuild 49 miles of existing transmission lines in Delaware and Chenango Counties. The proposed substation work includes a full rebuild and relocation of the Jennison Substation near Mt. Pleasant Road.
Malone Transmission Rebuild (MTR): This project will rebuild a NYSEG circuit between the New York Power Authority’s Willis Substation and National Grid’s Malone Substation. The project will also see new steel poles and larger equipment that help increase capacity.
Southern Tier Area Reliability (STAR) West: The multi-year electric transmission line project includes reconstruction of approximately 35 miles of lines in Tioga and Chemung Counties. The lines will run from the Watercure Substation to South Owego substation. Substation work also includes a relocation of the Lounsberry Substation out of a flood plain.
Southern Tier Area Reliability (STAR) East: This multi-year electric transmission line project includes the reconstruction of approximately 18 miles of lines in Broome and Tioga Counties. Transmission line upgrades are between the Oakdale and South Owego Substation.
Steuben Chemung Area Transmission Enhancement (SCATE): NYSEG will rebuild high voltage lines between Canandaigua, Stoney Ridge, Watercure, and Hillside Substations to better accommodate capacity and increase reliability.
The approved projects will allow existing and future renewable generation facilities to connect to the power grid, helping the Companies enhance reliability, resiliency, expand capacity, and support New York’s long-term energy needs. The projects also aid New York State’s efforts to meet its clean energy requirements.
