Powering New York proposal continues regulatory process with New York State
NYSEG and RG&E customers can take part online or virtually in upcoming public statement hearings
Powering New York aims to modernize grid infrastructure and comply with state energy requirements, creating new jobs while also addressing affordability
BINGHAMTON, N.Y. — September 29, 2025 — The New York State Public Service Commission will hold public statement hearings as part of an open and transparent rate review process for New York State Electric & Gas (NYSEG) and Rochester Gas and Electric (RG&E) over the next few weeks. Earlier this year, the Company submitted its “The Powering New York” investment plan which proposes to invest in aging infrastructure and expand electric capacity to meet residents’ and businesses’ service needs. The plan would create 1,100 new jobs in upstate New York.
“Public statement hearings enable the public to weigh in during our regulatory rate review,” said Patricia Nilsen, CEO of NYSEG and RG&E. “These hearings will be followed by months of additional analysis and scrutiny by state regulatory staff and third-party participants to ensure a robust record is created for ultimate consideration by the independent utility commission and the setting of fair rates.”
Public statement hearings are a key part of New York’s transparent rate review process, led by the Public Service Commission. They offer customers and community members a forum to share feedback, which will be considered alongside expert testimony, evidence, and other materials during the Commission’s comprehensive review.
The Company’s proposal already reflects input from the communities served by NYSEG and RG&E, which is one of the reasons why the companies are advocating for a multi-year rate plan built. Multi-year rate plans benefit customers by providing bill predictability, shielding them from market volatility, and enabling better household budgeting. They also promote long-term utility investment in infrastructure and can maximize overall regulatory efficiency.
NYSEG and RG&E welcome additional feedback throughout these hearings, and remain committed to working with all parties to shape a plan that balances affordability with the needs of New York’s electric grid.
