RG&E Withdraws Non-Wires Alternative Project for Station 43 Substation Upgrades
In July 2016, RG&E published a request for proposals (RFP) for Non-Wires Alternative (NWA) proposals from developers to address the needed distribution upgrades for our Station 43 substation project. In October 2016, RG&E received four NWA proposals from developers, offering various alternative solutions to traditional construction. RG&E has carefully reviewed these projects for technical feasibility, while monitoring the system loading and performance of the Station 43 substation.
As of March 17, 2017, RG&E has decided not to pursue a Non-Wires Alternative to provide the upgrades needed for our Station 43 substation project.
We have decided not to proceed with a Non-Wires Alternative because the proposals currently under consideration cannot be developed in a cost-effective manner in time to provide the improvements needed to assure safe and reliable service to the Station 43 area.
We remain committed to developing NWA projects where appropriate and cost-effective. For example, NYSEG will continue to develop the NWA opportunity currently in the planning phase for our Java substation in western New York. Additionally, we expect to publish a list of forward-looking NWA opportunities at both NYSEG and RG&E within the next few months.
